The outside plant world is very different from the data center :-)

I don't imagine they've had huge data center failures but if you have a 
box on a pole or in a pedestal every few blocks it's not cost effective 
to have a 12 hour battery backup on all of them. That design made sense 
when people's TV's and computers were off at the same time the power was 
out but when people would like their phones to work at the same time 
that layout doesn't work as well.
