If the phone company doesn't don't have electricity you can't make a  
POTS call either; you're just paying someone else to own and operate  
batteries and (maybe, depending on how far out your are) a generator  
for you. If you want POTS that's fine -- among other things it's a  
moderate-quality voice channel with pretty good reliability. But let's  
not pretend that the phone company provides some magically reliability  
that you couldn't emulate with your own equipment.
