If we're all missing the point, that sounds like a problem with the way the request was posited.

So....

  1.  Spin up a test server
  2.  rsync -a --delete the whole filesystem
  3.  sed -i on test server
  4.  see what happens

If this isn't acceptable, I think we need more details as to why/what goals are/what specifically is meant by "old site" and "absolute URLs".

A HTTP server should (almost) never "resolve" URLs inside static web pages.
It just transfers files from the disk to the client. If your hosts file on
the client isn't working to direct traffic from the client to the new
server you need to look into that. The hosts file on the server is
irrelevant.
