Nagios fits the bill here, .. no problem, been using it for many years. Of
course, there are also many many different commercial monitoring solutions
(including Nagios XI), but unless there is something physical to monitor
an alert cannot be initiated.

Self-hosting is not a problem either, .. we have machines in the rack that
have been running 24/7 for 15 years (except for regular updates, of
course).
