If you can't use odbc the next most common option is writing a web service in rpg or java on the as400 and call that from the other system.

If the database is actually the built-in database on the AS/400 (DB2) there are a lot of tools available - finding a free one might be harder.  Some tools that should let you access the DB as an ODBC data source should be available.  The biggest problem is that it is kind of a paradigm shift to get into the IBM ecosystem if you weren't already living there.  How much data needs to be accessed?  There are a lot of programmable screen-scraper type systems - at least there were.

Sorry, it's been about 20 years since I've had hands on an AS/400.  We used to use something called Rumba for terminal emulation and I think data access too.  (http://www.tech.proact.co.uk/netmanage/netmanage_rumba.htm)
