The only software I've used as a wysiwyg editor to design pages is
dreamweaver. It produces clean code.  If its a really small project, it
might not be worth the money or time to build the templates, etc.

I can't speak on open source web design software.  I write it by hand. :)
-- and my stuff isn't designed to be pretty either, so hopefully others
will have a better suggestion.
