I've been using Flumotion to stream a video feed of DMACC's wind turbine
very successfully:

http://streaming.dmacc.edu/wind-turbine/
http://streaming.dmacc.edu:8800/wind-turbine/video.webm

I'm pulling the video from a Axis network camera, but works just as well as
with a USB webcam (assuming the kernel has good support for your webcam).

If you need a flash applet for playback I recommend Flowplayer:
