The discussion seems to be ignoring the most important point - no matter
WHAT your connection (1.5Mb, 3Mb, 7Mb), your SPEED depends on the route to
the remote point to which you are connecting.

Every ISP uses to a certain amount of oversubscription, .. and you never
know the status or saturation of each link between you and the other end.
