I'm thinking more along the lines of having the Distribution Upgrade 
tool have a built-in P2P client. Maybe it already does?

Mandriva takes a more hard-nosed approach for their downloads - they 
used to only offer BT trackers for their .iso downloads, and if you 
couldn't do that for technical reasons, you had to contact tech support 
and they'd give you FTP access. I'm guessing that probably kept a few 
people away from using their distro.
