I've used a ton of different things over the years, and I still think  
nagios is one of the best ones out there.  It's very powerful which  
tends to make it confusing for a lot of people.  I would take a look  
at the Groundwork IT open source edition.  It's easy to install, all  
web-managed, offers templating, and lots of other features the plain  
nagios doesn't have by default.  But as the core engine I think  
nagios is great, just doesn't have all the easy gui management tools  
by itself.
