AFAIK all Cell providers had to have gps and 911 coverage a couple of years ago.
If they can't finger out where it is by GPS they triangulate it off towers.

Correct me if I'm wrong, but I believe 911 still works if you
discontinue land line phone service.   You don't really want the
babysitter calling anyone else anyway :)
