Check to make sure the ip addresses aren't set statically on the PDA's.

If your DHCP server is supposed to hand out a specific Ip's to the
PDA's, make sure the mac addresses are set correctly in your DHCP
server's config. Confirm the PDA's have valid Mac addresses and that
they aren't some funky Mac that someone "made up".  Restart dhcpd.
