Using upstart and tweaking your rc scripts and configuration files,
you should be able to boot (after the bios screen) in 5 - 6 seconds
from a flash drive.

Also, suspend to RAM or suspend to disk could be used.

I'd find a laptop on e-bay with a broken screen and use its power
supply and system board. Should be reasonably durable, more tolerant
of temp extremes, compact and have good power management. Maybe if it
has tv output capability you could hook it right in to one of those
car LCDs. Ooh, you could get a touch-screen kit for it. That'd be
sweet. :-)
