I've seen some recent work regarding dbus service activation that
promises to greatly shorten startup times for Linux.  A lot of that work
is being driven by the OLPC folks[1], who for obvious reasons want to
minimize the amount of work it takes to get a system started up.

I think that one thing that could certainly help out any project is
getting LinuxBIOS running on your motherboard, most BIOSs spend
inordinate amounts of time doing self-tests and initializations before
you even get to the point of loading Grub or LILO.
