Yes, I saw that a little while ago.
It raises an awful lot of questions about how that
would actually be implemented and exactly by whom?

I understand the intent but it seems obvious to me
that at best you'd only catch a few stupid people
with this plan, but the cost to those who will need
to implement it will be enormous.

The argument will be that if one
child is saved, then it is worth the cost.
(..and I'm not going to disagree.)
However, it seems like we'll get very
little bang for a whole lot of bucks,
and there are more effective as well
as cheaper solutions to this problem.
