OK, it appears as though the cookies that Joomla uses to track data are
not generated until after you do something in Joomla (click on a link,
login, etc).  It's caused a small problem with a registration too.

Rather than trace the bug and fix it (limited time), I've made the polls
only show up if you're logged in.  That should side-step the issue.  (It
also ensures that poll data is from our members.)

Hopefully that will streamline a few things.

Yes, that's exactly what I got.  It said I had to have cookies enabled. 
I had to click on another button and then it allowed me to vote (without
being logged in).  I was not expecting to get a message about cookies or
have to click on another button to vote.

That message could easily make someone think it was not working and
leave the site before voting.
