You got it exactly. The process of getting approved is formal however,
and requires approval by the "Community Council" who wants to know that
the team is actually active and helping the Ubuntu community (there have
been loco teams that have turned out to be commercial interests I guess).

BTW, I think its funny it's named a "LoCo team" because in Spanish,
"loco" means "crazy person." Despite this, there is a strong group of
Spanish loco teams.
