Yes, but when they find someone to go after they do so by the IP address. 
If someone is using an unsecured access point to download and share
copyrighted material when they trace the IP address back through the
access point which is using nat they are going to get the poor sap that
didn't secure his access point, because it was his internet connection,
not the person leaching off them...
