There are still some real problems with voip over 3rd party networks. 
Cable networks are oversold 100-200 to 1. The ILEC's still don't provide 
access to the E911 network in some areas. Hopefully you don't have a heart 
attack at 4 in the afternoon when all of the high school kids are stealing 
music and you get misdirected to the city snow removal hotline. :-)
