No, this is almost certainly a marketing scam trying to sell you something you don't need.

If it popped up in your web browser saying you need to buy it to fix or optimize your computer....it's lying. There is no way it could know the state of your computer, because a web site can't check your computer or scan for viruses without first asking your permission to download and run software. You'dve noticed that.

This is a very common scam on Windows. Too.
