I believe this is for "System Builders" or folks who plan on
installing an OEM copy on blank, bare hardware. It usually comes with
a license sticker that must be affixed to the computer and effectively
ties that license to that hardware. This means you cannot re-use that
copy of the software if you want to migrate to a new computer down the
road.
