Nope, I think you still have it sort of turned around.
Anything currently hosted via mobileMe is going away in about a year. It'll be there one day and gone the next. Poof.
iWeb is an app, just like Dreamweaver, or Photoshop or any other tool you use. It isn't "going" anywhere (unless you un-install it) and will still produce web pages to your hearts content. What's going away is the service that it connected to (by default) and had to jump through hoops to use elsewhere.
You can take a site that you've been hosting on MobileMe and transfer it to some other hosting facility and it'll work just fine, it just won't be hosted by Apple.
