Executive short answer - you need a new home for your web pages.

iWeb is software - it never hosted web pages. The MobileMe service used to host web pages created in iWeb, but it will not do this after next summer.

Yes. You can still create web pages with iWeb. I have no idea if Apple will continue to update the software though. For now, it seems to work fine with Lion.

It does not appear that iCloud will work like this at all. Apple is clearly pushing three major services here - mail, addresses, and calendar info. They are also using it for backups, and for the new iTunes Match music service. They have not announced any service that would work like general remote storage that syncs like iDisk, but this kind of functionality might come in the near future.
