10.0.1.6 is the private IP of your computer. You should be able to see it from computers inside your network. If this is not the case, you may have a couple of issues going on. I would start by checking that the subnet masks on all computers match. To get to the site from outside your network, you are, as you suspected, going to need to know the PUBLIC IP of your Airport, but there is actually one other step: you need to set up port forwarding on the Airport so that traffic on port 80 is routed to your computer. You should be able to get the Airport's public IP from the Internet section of it's configuration in Airport Utility.
