Yeah, you can't really install one copy of Rapidweaver on every volunteer's computer.  The only CMS system I've used is WordPress, if you can call it a "CMS".  You can find a theme to start with, then if there is one volunteer with great design and php skills, then he/she can tweak the theme to make it fit your use case and style better.
