I use rapidweaver and no html skills are needed but they would be  
helpful, it's all drag and drop. I don't see a database feature so if  
you needed to use sql this is not the tool you need. I like it  
because so easy to make changes and export the pages up to the  
server. They used to have a limited trial version to try it out, not  
sure if they still do. use rapidweaver 4 but they are now up to  
rapidweaver 5.
