I'm going to assume that red light = bad. Two suggestions:
(assuming this is an IDE drive inside the chassis) make sure the
ribbon cable is connected properly. The red stripe should be on pin 1
which is almost always the side closest to the power cable. Make sure
all the pins are straight and the cable is making a good connection on
both sides.
Drive B may use more power than chassis A can provide and is therefore
causing a problem. Do you have a computer that you can install the
drive in to test?
If neither of these help then post details about what size drives
you're using (2.5 inch laptop sized or 3.5 inch desktop sized) and
what interface (IDE or SATA). Taking a picture of the drive's label
and posting it to imageshack and sending the link may also be helpful.
(assuming the lable is legible) The most interesting part of the label
would be the power requirements (voltage and amps).
