Do they look like stuck pixels? Sometimes the individual dots of
colour that make up a screen get stuck on or off or sometimes even one
of the primary colours. It most commonly happens when the monitor is
brand new off the manufacturing floor or as it's nearing the end of
it's life.
I've heard of various tricks that can reset them. I did a google
search for stuck pixel lcd and this was the first link:

The only other thing I've heard of is dust or liquid getting in
between the layers of the LCD (there are layers of filters in front of
the actual LCD electronic display). I have a monitor like this
currently. It doesn't change (i.e. it's not sometimes there and
sometimes gone, it's always there). It looks more like a smudge than
dots of colour so I doubt this is your problem.
