According to Apple support, it would seem that the ability to join a  
WPA network with an AirPort card depends on having the right software,  
rather than specific hardware.  Check out the link below:

http://support.apple.com/kb/HT2594

Basically, you must have OSX 10.3 or later, plus AirPort software  
version 3.3 or later (for original AirPort cards) or 3.2 or later (for  
AirPort Extreme cards).

It would also seem that third-party wireless solutions work around  
this by providing their own software.
