It's not bull, it's just not understood what it means.

Cable modems share the bandwidth between you and your ISP. That means that
the traffic can get bogged down and never leave your house.

DSL has a dedicated connection between you and your ISP. You are guaranteed
to get to their equipment, which is most likely better prepared to deal with
congestion.

In both cases, the ISP most likely has oversold the bandwidth of their
uplink. This means that if everyone on the ISP jumped onto youtube, you
would see slowdowns with service. However, the way that cable modems deal
with it, those slowdowns are much more severe than how DSL handles it.
