Hold the cursor on the tool, and it will show you the options. The
marquee has both options. Look in your preferences to see the method
of changing the mode of the tool. Sometimes it is just to touch the
letter (m for marquee), and it just changes to the next one. Then you
have to be careful that you have the right tool selected. Sometimes
it is "shift" and the shortcut. That makes it more secure, so it
won't change on you in the middle. I don't have the shift on, so I
often think I'm using the brush, but have hit the b key, and I'm
using the pencil.
