The attachments will only be deleted if you choose the option to do  
so from the General prefs pane in Mail. It is called "Remove Unedited  
Downloads" and you have 3 choices in 2.1 (Tiger Mail).

You'll probably find some traction on Google. For example, in less  
than 2 minutes, I found this page which indicates that at least one  
developer has worked with attachment archiving. Search for Archive  
Messages on the page.
