[DM-MUG] networking help needed

I have an 801.11n Belkin Wireless N router in my office -- office is 
ethernet wired and a wire goes up to the 2nd floor where I have an 
Airport Express connected to it.  I have that set up to join the main 
network and broadcast it to me on the back deck = but the signal 
strength is so poor I can't believe it's doing that and instead I am 
getting weak signal from the Belkin itself == the Express recognizes 
the Belkin network and that's fine when I'm sitting next to it = I 
have it sitting up in the window so there is no obstruction but I 
don't think it's getting it to me.  I'm using my MacbookPro  and it 
does see my network but not with many bars at all.

Any ideas???  Could the Express be bad?  It lights up with Green 
light as long as I'm right by it = and Airport Utility sees it= but 
down on this deck it does not.
