A few thoughts...

Remove all power from the system and hold down the power key for five
seconds.

Try to turn on the machine without the battery.

Power the machine on and press Command-Option-P-R

Try to reset with Command-Ctrl-Power

If none of these work, the problem might be remedied by opening the case and
hitting the logic board reset switch. I don't have an Air, but most laptops
have some sort of reset switch for the logic board or power manager to get
it out of situations like this.
