This is an ugly one caused by the 2008-006 security update.
You have to lock changes to make it stop. When the sheet comes down, move the cursor over the padlock, then with one hand on the keyboard and the other on the mouse: press the return key to dismiss the sheet, then immediately click the padlock icon. You may have to repeat the procedure several times to get the sheet from appearing.
Once you have done this, you will not see the sheet until you turn off the padlock.
This is a pain, but not much more can be done and I doubt that Apple will be updating Tiger, now that Leopard has been out for so long and Snow Leopard will be released in the first quarter of 2009.
