[DM-MUG] downloadable movies : impact on ISPs

I've seen the ads for Mediacom offering up to 10 mbs. I imagine a lot
of ISPs will start offering higher download speeds. I've also heard
talk of some ISPs considering going back to a pay-for-bandwidth model
for people who put high demands on the system.
I know that I've seen tools out there to watch and report on an ISPs
top bandwidth consumers, so it could be just a matter of time before
they start automating mailings to go out to those users that say that
they have gone over the normal allowed usage and will be switched to a
pay-for-bandwidth package.
In one respect I can see how that would be a nuisance to someone who
only would do it occasionally to download a movie, but I definitely
understand the ISPs point of view in needing to maintain these
networks with high capacity demands.
