She shouldn't need the dev tools just to have iMovie work.
The Sony software was just provided for systems that don't have
something like iMovie.
As long as the camera has Firewire (iLink/iee1394) and you have a
firewire cable to plug it into the mac iMovie is all you should need.
If she wanted to write the next iMovie or some other piece if
advanced software she'd need the dev tools. (Which are also provided
on the OS CDs btw).
