DSL has 2 costs
	-Line
	-ISP

In my case Qwest is my Line provider and MSN is the ISP (bought out  
qwest a few years back for this)
I have heard of people using other ISPs, but your phone company WILL  
be the one you pay for the physical line. Whereas with Cable the line  
and the ISP are one and the same.
