No, it is a DVI-to-VGA (which costs about $5 to $15).

A DVI-to-ADC adapter must provide a power brick to supply power to the 
ADC monitor. Essentially, DVI is a subset of ADC, as the ADC connector 
on the video card provides power as well as DVI and USB (and FireWire 
too, but no ADC monitors provided FireWire ports). Apple sells the 
DVI-to-ADC (not to be confused with the ADC-to-DVI) adapter for $100.
