I think it's "free" to the schools. The state apparently earmarked
$500k for a "study" program that will be used to fund a few select
projects, then they'll look at the results. Based on the amount it
seems to have used in one case ($109k) it looks like they have budget
for about 3 or 4 projects. I'm pretty sure this is what came out of the
lobbying that an Apple rep came and talked to us about last fall. Since
these are studies, the schools probably have pretty stiff reporting
requirements, so I still don't know if I'd characterize it as "free".
