[DM-MUG] Upgrading from Jaguar to Tiger???

Can I update straight from Jaguar to Tiger bypassing Panther?   Or would I be 
satisfied with simply upgrading to Panther?   I can't update my Safari any 
further until I   do something, and some websites give me messages that I need 
to update Safari.
