[DM-MUG] PAL to NTSC conversion

The common jokes in the broadcast world are that the U.S.-developed 
NTSC stands for Never Twice the Same Color (it's actually National 
Television Standards Committee). The more complex German-developed PAL 
(Phase Alternating Line) is referred to as Pay A Lot. Of course the 
French couldn't stand to use systems invented by Americans or Germans 
so they invented SECAM (Systeme Electronique pour Couleur Avec 
Memoire), convinced the Soviets to adopt it and therefore has been 
known since as System Essentially Contrary to American Methods.
