No, .Mac is 100 MB not 10. That was for the old free iTools.
So, it's 2x the space that you get w/ 5 screen names (and all in one
place)
I've had very little down time, though some flakiness on occasion.
(Mail connection seems to go south each AM, some time between 9:30 and
10:30 for a couple minutes).
100 MB iDisk - accessible through webDAV, makes updates easy.
15 MB IMAP Email
Web access to address book addresses
Rebates, deals, coupons and free stuff. ($20 Apple store GC for
renewing, iBlog software, couple other apps, etc.)
iApp integration w/ most of Apple's suite.
etc...
.Mac != iTools and never did, iTools was a subset of what .Mac gives
you.

I currently use both, since I needed more space to host my GB creations
for MacJams.
I've got to say SpyMac has been MUCH flakier re downtime etc. than .Mac
has ever been for me, but it's free.
All that said, I'd still agree that it's best to try what you've
already got.
I've liked .Mac and had litle trouble w/ it, and some of it's
integration w/ Apple's apps is really sweet, but if you aren't going to
use the features (or the extra deals they throw your way) it's not
worth it.
