The first thing that leaps to mind is an extensions conflict.  Usually this
requires a tedious process of checking the extensions manager for extensions
you're not using or may be in conflict with one another (i.e., the dozens of
printer drivers Apple bundled with OS 7-8-9), turning these off, rebooting,
checking to see if this fixed the problem, checking other apps to make sure
they're still running properly, and return to step 1.  Repeat ad exhaustium.
A real pain in the ... Er, NECK.

Another possible issue could be Chooser, TCP/IP, or PPP settings, which your
modem would use to connect to the Internet.  I suspect these are the first
things your AOL tech tried, however.
