The article is obviosly not written by a technical person.

Gotta love this quote:

"For the 4.5 million software developers using PHP, the partnership 
represents a victory for pragmatism, industry analysts said."

Seems to me that if, as the article points out, PHP doesn't currently 
perform as well on Windows servers, the pragmatic thing to do would be 
to run it on a *nix server where it runs just fine, wouldn't it?
