Hmm, it's been a while since I ran it on Windows. It is possible that it's
called something else. If I remember correctly, there is a link in your
Start Menu called "Config Test" or something of that nature. I know on the
*nix side of things, the file this link executes is apachectl, so maybe
whatever program that link is executing is the one you want.
