Yeah, we use PHPBB - You can build your own templates and basically make
it look however you want. It's a really solid app with a  ton of
customization options.

I've got a friend, a graphic designer, that would like to integrate some
message forums into a site she is developing. That catch is that the
forums will need to be modified to have a look and feel that is
consistent with the rest of the site.

Does anyone know of php message forum system that will allow the html to
be highly modified?
