Zend Studio code folding will fold all non PHP HTML code, PHP 
classes, PHP functions, and Doc blocks. But I do not believe it will 
allow you to select a section and collapse it.

I used Homesite for several years. It is the only program I know that 
will collapse a selection of code. It is also able to collapse code 
between opening and closing tags. i.e complete tables as well as 
specific rows or cells, paragraphs, div's, ul's and ol's, opening and 
closing <% %>, and <? ?>.
