Mark,

You can get Zend Studio for $99 ( 
http://www.zend.com/store/products/zend-studio/pricing.php ) or you can get 
Pro as a student for $99. Another alternative would be to look at Eclipse, 
an open source IDE ( www.eclipse.org <http://www.eclipse.org> )
