[ciapug] Array building

I'm staying with php 4.x for a while...  I probably won't change to PHP
5.x until it becomes the default in RedHat enterprise.

Currently, I don't need any of the new features, and I can't think of a
good reason to go all object-orientated... (at least with my stuff)
